Residence permit through property in Georgia: limits, fees
For information only, not legal advice. The legal review is not finished yet.

As of 11 October 2026, Georgia has two residence permits for property owners. They are the short-term and the investment permit. This article retells the law on aliens and the page of the Service Development Agency. It is a reference, not legal advice. Check the terms with the Agency before you buy.
Short-term permit for an owner
It is issued to a foreigner who owns property in Georgia. Agricultural land does not qualify.
- The market value must exceed $150,000, in the equivalent in lari. Since 1 March 2026 the limit is 150,000. Before that it was 100,000.
- A certified assessor of an accredited body sets the value.
- The permit also covers the owner's spouse and children.
- It is extended one year at a time.
- It ends if the right of ownership of the property ends.
- The law limits the extension of temporary permits to 12 years.
Investment permit
It is for those who invested money or own more expensive property.
- The limit: an investment from $300,000, or property worth more than $300,000. Agricultural land does not qualify.
- A certified assessor sets the value of the property here too.
- The permit is issued for 5 years. It covers the family members named in the law.
- If the permit rests on property, the owner must keep the right to it.
- The law allows replacing that property with another one, but on the terms of a separate article.
Documents and fees
For the short-term owner's permit, the Agency's page lists these documents:
- an application on the approved form;
- a copy of the travel document;
- proof of lawful stay;
- a document on the right to the property;
- a certified assessor's report on the market value;
- a colour 3×4 photo in electronic form;
- proof of payment of the fee.
The list for the investment permit is longer. See it on the Agency's page.
The fee for the investment and the short-term permit depends on the review time:
- GEL 300 for a decision within 30 calendar days;
- GEL 450 within 20 days;
- GEL 600 within 10 days.
Unlimited permit and permanent residence
The law provides an unlimited permit for the holder of an investment permit. If the permit rests on property worth more than $300,000, the owner must hold it for 5 years. The Agency's page gives no fee for it.
Permanent residence goes to a foreigner who has lived in Georgia on a temporary permit for the last 10 years. Years of study and medical treatment do not count. The Agency's page gives a fee of GEL 500 for 30 days and GEL 650 for 20 days.
What the official pages do not say
We found no answer to these questions. Ask the Service Development Agency.
- Whether an apartment bought during construction qualifies. The law speaks of a right to property, but it does not mention unfinished buildings directly.
- Whether you can reach the limit with several properties. The law names property in the singular and does not mention adding them up.
