What the Law on Tourism requires
The Law of Georgia on Tourism No. 3969 requires tour operators, travel agents, guides and providers of certain services to register. We did not find accommodation providers (hotels) in the law's list of entities that must register. Confirm this point with a lawyer.
For accommodation providers, the law sets a duty to report data to the National Tourism Administration. This applies at the start and end of activity and on changes (Article 11¹, check with a lawyer).
From 1 June 2026, the registration of tour operators, travel agents and guides moves to the National Tourism Administration database.
Fines for operating without registration are 500 GEL, and 1,000 GEL for a repeat offence. They apply to activities that must be registered. Check with a lawyer whether they apply to a hotel.
Star classification
Star classification is voluntary. Hotelstars Union carries it out through the hotel federation.
Restaurant, pool and casino
These parts of a hotel may need separate registration or a licence. Check this with a lawyer.
Chain brand
If the hotel operates under a chain brand, the brand owner's consent to use the brand is needed.
Health insurance for tourists
From 1 January 2026, foreign tourists must have mandatory health insurance. The cover is at least 30,000 GEL.
The insurance is checked at entry. The sanction for not having it is refusal of entry.
Check the list of exemptions and the number of the government resolution with a lawyer.
Guest registration
The Law on Tourism has no duty to register guests with state bodies. Check this with a lawyer.
Local fees
There is no resort fee for guests in Batumi. The Law on Local Fees includes a cleaning fee and construction fees.
Check the current version of the law with a lawyer.
